Who can apply?

Applicants should act in partnership with their cross-border partner organisations, involving at least one Hungarian and one Romanian partner for the eligible programme area.

In the framework of the present programme only legal persons can apply, i.e. non-profit, legal persons established based on the relevant national public or private law that act in the purpose of public benefit, such as:

1.  Public bodies: legal entities established and governed by public law, assigned with specific competencies and tasks performed in public interest;

2.  Public equivalent bodies: any legal body governed by public or private law, complying with the followings, based on Directive 18/2007 EC:

- Established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character;
- Having legal personality, and
- Financed, for the most part, by the State, regional or local authorities, or other bodies governed by public law; or subject to management supervision by those bodies; or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities, or by other bodies governed by public law.

3.  Non-profit private bodies: any non-profit legal body established under the private law, acting in the general public interest.

4. European Groupings for Territorial Cooperation (EGTC) - The European Grouping and Territorial Cooperation, established by Regulation 1082/2006/EC of the European Parliament and the Council on the 5th July 2006, is a new Community legal instrument offering the opportunity to local and regional authorities from the Member States to set up territorial cooperation activities with legal personality. EGTC members must be located in at least two member states!!!
