Lead Partner Trainings with implementation practices
144 new projects are being implemented by a total of 318 partner organisations from the Hungarian-Romanian border area.
Having in mind that the largest responsibility within the cross-border partnerships lies on the Lead Partners, most importantly that of reporting towards the Programme Bodies, Lead Partners of the fourth Call (HURO/1001) from both sides of the border were invited to take part in the Lead Partner Seminars organised by the JTS in Szeged and Debrecen on the Hungarian side, while on the Romanian side the seminars took place on 14 May in Timişoara and on 15 May in Oradea.
During the workshops project managers have the opportunity to familiarise themselves with one of the most important steps in receiving the EU funding, namely the IMIS system. This is the main reporting tool on project level, serving as a joint surface both for the completion of progress reports and for the application for reimbursement.
These occasions provided Lead Partners not only with valuable information on their rights and responsibilities deriving from the Lead Partner Principle and the ERDF Subsidy Contract, but received a comprehensive overview on the practice of projects closed or being implemented. In addition to that information and publicity requirements were also stressed upon in order to ensure smooth project implementation.

In order to provide all the relevant information related to partner-level reporting, the national control bodies held Parner Seminars for all the project partners of the HURO/1001 Call for Proposals on each side of the border. The Hungarian control body organised the events in Békéscsaba and Debrecen on 22 and 28 March 2012, respectively, while the Romanian partners were invited to take part in the implementation seminars organised by BRECO Oradea in Satu-Mare, Timişoara and Oradea on 19, 20 and 27 March 2012.
Project partners were introduced to the control procedures based on the stipulations of the Project Implementation Handbook. Presentations held presented the crucial details related to partner-level reporting, including a presentation on the eligibility of costs and the documentation needed to prove the costs incurred during the implementation of the project, as well as presentation about procurements and information and publicity rules to be observed. During the workshops numerous questions were answered and specificities discussed.

European Territorial Cooperation Day
INTERACT, together with volunteering European Territorial Cooperation (ETC) programmes, is running a pilot initiative with a focus on promoting ETC to a non-ETC audience: the European Cooperation Day, which will take place on 21 September 2012 through many local events across Europe. More information about the initiative will be made available in the coming months.
The HURO Programme is looking for enthusiastic project beneficiaries willing to get inspired and join this initiative with their creative local actions.
Where?
- a place that has benefited from programme funding (ex. roads, bicycle routes, business parks, other larger investment sites, natural parks, universities, and other institutional sites).
What type of events we are looking for?
Fairs, media visits to project sites, music festivals, open days (arts or crafts, music shows, dance routines (ex. an event where people can learn the traditional dances of the neighbouring region), involving local schools, universities or other local institutions), scientific events (ex. competitions or exhibitions opened to the public, scientific demonstrations or trials for children or adults in university labs or other suitable sites, etc.), environmental actions, such as cleaning activities, e.g. river banks, cross-border areas, natural parks, using the collected materials to make a recycled piece of art, planting a tree actions, sport competitions, such cross-border marathon, or bicycle contest, kayak tour, mountain climbing, etc., other street activities (animations, contests, project showcase), inviting people to join.
The list of activities is non-exhaustive and serves as an indicative example of possible actions; projects being invited to come up with new ideas based on their approved activity tables and according to the specificities of the given project and its concrete outcomes.
