The second call for proposals for the Hungary-Romania Cross-border Co-operation Programme 2007-2013, was closed on 16 February 2009. This call opened the way for larger infrastructural developments, as well as so-called soft-investments, in the two-step application process.
We have received a number of 156 concept notes. A large number of applicants have expressed their interest in the 2.1.1 „Development of business Infrastructure” action, followed closely by the 2.4.1 „Development of infrastructure for common health and risk prevention” and 1.1.1 „Road development” actions.
Almost 105 Meur (ERDF funds) have been made available for this call, for both priority axes. The amount of financing requests submitted is more than double of the amount available. The estimated minimum and maximum subsidy rate per project which could be requested by applicants is between 25 000– 6 Meur.
While within the first call for proposal the activity of non-governmental organisations proved to be outstanding, within the second call for proposals, local governments (38% of applications) and health-care institutions (10%) came to the front in compounds of the applicants. The institutions for higher education proved to be evenly active in both soft investments and larger developments.
The evaluation of applications received in the first round of the 2nd call is currently ongoing and the notification of applicants is under way as well. Only project owners of the pre-selected Concept Notes will be invited to enter the 2nd phase: in this case the complete application package has to be submitted.
A final decision regarding applications is expected at the beginning of June, applicants will receive notification regarding the approval or rejection of their concept note shortly after. The second step of the call will be opened in the second half of this year.
